  • Local and central public institutions: Only public institutions from partner countries in Africa, Asia, the EU neighbourhood countries, Latin America and the Caribbean, and the Pacific are eligible to apply. Examples of public institutions: Ministries, departments, courts, congresses, city councils, municipalities, prefectures, public enterprises, public hospitals, public educational institutions, public museums, research institutes.
  • Regional organisations: Intergovernmental organisations composed of sovereign states from Africa, Asia, the EU neighbourhood, Latin America and the Caribbean, and the Pacific, whose members are characterised by their belonging to a specific common geographical, geopolitical, economic or other feature.
  • International organisations are not eligible.

Characteristics

EUDiF's Diaspora Professionals for Development (DP4D) programme facilitates short-term human capital transfer activities of diaspora professionals to partner country institutions or regional organisations in five key sectors: digitalisation, education, entrepreneurship, environment and climate change, and health.  

DP4D makes the most of the know-how and enthusiasm of diaspora professionals willing to share their skills and experience in development projects through paid virtual and/or on-site assignments.  To this end, EUDiF provides technical support in relation to the following activities :

  • Development of strategic documents and/or training tools: drafting of laws, strategies, guidelines, manuals, curricula, policies.
  • Organisation of knowledge transfer events: conducting training, workshops, seminars, webinars.
  • Conducting analysis, research and/or evaluation: needs assessment, survey development, data collection, profiling, mapping, monitoring and evaluation tools. Providing know-how for visibility and communication activities: carrying out awareness raising activities, creating communication toolkits.
  • Facilitation of networking and partnerships: networking activities.  

The DP4D programme implemented by EUDiF covers up to 100 days of diaspora experts' fees per action and - where applicable - travel costs, daily subsistence allowances, costs related to the organisation of knowledge transfer events and other pre-approved operational costs related to the implementation of activities, including interpretation, conference facilities and printing costs.  

You can request the expertise of a specific diaspora professional or a small team of diaspora professionals comprising up to 3 experts with complementary skills or a diaspora association/network. Both virtual and on-site deployments are possible. However, due to Covid restrictions, for the time being on-site deployments will be considered on a case-by-case basis. Virtual deployment should also be a viable and suitable alternative where on-site deployment is not possible for health or security reasons. The implementation of the actions runs from January 2022 to October 2022.

The programme is primarily aimed at local and central public institutions and regional organisations (IOs), such as public enterprises, ministries of economy and trade, national investment agencies or research centres.

Application can also be made in coordination with other organisations, such as diaspora associations, universities and research centres, or even in collaboration with diaspora individuals, mentors, experts, but these latter targets are not eligible to apply independently of the main targets.  

The DP4D programme is also able to draw on its network and find experts, entrepreneurs and entrepreneurial organisations from the diaspora who can provide support at all stages of the entrepreneurship value chain.  EUDiF, the European Union's Global Diaspora Facility.

EUDiF is a pilot project funded by the European Union's Directorate-General for International Partnerships (DG INTPA) under the Development Cooperation Instrument, which runs from June 2019 to the end of 2022.

The project is implemented by the International Centre for Migration Policy Development (ICMPD).

To submit an application, click on the "Request" button on the EUDiF website. This button generates an application form to be completed online and submitted. EUDiF accepts applications in English, French, Spanish, Russian or Arabic.

Once you have submitted your application, the EUDiF Steering Committee, consisting of ICMPD and DG INTPA, will select a limited number of applications after an internal evaluation based on the selection criteria listed below and consultation with relevant stakeholders.
